James D. Flower, Jr.

If you’re from the Carlisle area, you’ve probably heard the name James D. Flower, Jr. As a resident of Carlisle for nearly all his life, Mr. Flower has been practicing law and involved in the community since 1978. He is a well-known leader and gives himself professionally and personally for the betterment of his hometown. In fact, he has served on the board of directors of nearly 15 local associations and charitable organizations. His successful practice concentrates in civil litigation, school law, real estate and land use, adoption, and estate planning and administration.

Mr. Flower heads the litigation team at the firm. He has extensive background in civil litigation.

He began his career representing insurance companies defending cases, and his practice has evolved into one in which he represents individuals and families in serious automobile accident cases, death cases, product liability cases and businesses in commercial litigation. He has litigated traditional jury trials as well as non-jury trials and in alternative dispute resolution forums, such as arbitrations and mediations.  

As the Juvenile Master of Cumberland County, he is court appointed to hear cases involving children who are alleged to be abused and neglected.

He represents two public school districts advising them on a broad range of school law, including school district relationships with related municipalities and the Pennsylvania Department of Education, and, as needed, in litigation before the local and Appellate Courts.

He also has decades of experience in estate planning and estate administration, including complex Trusts and Wills, and in residential and commercial real estate conveyancing and finance, and in the areas of land use and zoning issues.

An unusual area of his practice, which he particularly enjoys is adoptions. He has helped thousands of adoptive parents successfully through the process, and has represented clients in complex cases involving involuntary termination of the parental rights of biological parents, in order to successfully conclude adoptions.
